Not that Nero was likely to have been completely unaware of the trouble he caused at the time, but it was most likely harder not to feel it to be a reflection of the Order being inflexible rather than anything he held responsibility for. While that's still not untrue—the Order had their preferred ways of doing things and certainly refused to deviate—Nero can likely now see where it may have been to his (and Credo's) benefit to keep his head down a little more and only cause trouble when it really mattered.]
